State Representative Dave Frizzell wants to make it harder to raise taxes in the future. He has introduced House Joint Resolution 2 in the 2013 General Assembly.

HJR 2 would amend the Indiana Constitution to state that a bill to increase a current state tax or to create a new state tax must be approved by a two-thirds vote in the House and Senate or to have the tax increase or new tax approved in a statewide referendum. If HJR 2 is adopted by the 2013 General Assembly it would also have to pass either the 2015 or 2016 General Assembly in order for the voters to be able to vote on HJR 2 and add it to the Indiana Constitution.
