At the present time state and local government officials are forced to tighten their budgets and in many cases make spending cuts in order to balance their budgets.

What will happen when the economy turns around and more money starts to flow into state and local governmental units? As their revenue increases will the elected officials increase dramatically their spending or will they control their spending increases and put an appropriate amount into a rainy day fund to handle the next economic downturn?

Advance America supports controlling spending increases by imposing a spending cap to permit spending to only go up by inflation and population growth.  This will help prevent future tax increases.
